Nikki Haley will announce Wednesday that she is exiting the Republican presidential race, according to sources familiar with her plans, clearing the path for former President Donald Trump. Still, in her campaign, Haley became the first Republican woman to win two primary contests: Vermont and the District of Columbia. Former 2024 candidates, including biotech entrepreneur Vivek Ramaswamy, South Carolina Sen. Tim Scott and North Dakota Gov. At the time, Haley was seen as a rising GOP star and potential vice presidential pick in 2012 and 2016. Haley spent six years as governor of South Carolina before becoming Trump’s ambassador to the United Nations in 2017.

She has become the candidate of choice for Democrats and Never Trumpers still afflicted with Trump Derangement Syndrome,” Trump campaign spokesman Steven Cheung told CNN in a statement. Still, Haley resists drawing a connection between staying in the GOP presidential race and her predictions about Trump’s support waning in the coming months. She listed a whole host of reasons for why she is staying in the race, without mentioning Trump’s court cases. But much like Haley herself, campaign aides do not like to entertain a connection between Haley keeping her campaign alive and Trump’s intensifying legal battles.

CNN —Republican presidential candidate Nikki Haley on Wednesday sided with the Alabama Supreme Court ruling that frozen embryos are children and those who destroy them can be held liable for wrongful death. The University of Alabama at Birmingham health system said Wednesday that it is pausing IVF treatment following the ruling. And one religious group is already using the Alabama ruling as precedent in a Florida abortion rights case, signaling the impact this ruling can have on the national abortion landscape following the reversal of Roe v. Wade. While the unprecedented ruling does not prohibit IVF, it’s the first known case in which a US court said frozen embryos are human beings. And then when you look at that, then you make the decision that’s best for your family,” she later said.

CNN —Nikki Haley has applied for US Secret Service protection because of threats she is facing as the only remaining GOP presidential candidate competing with former President Donald Trump for the party’s nomination, Haley’s campaign spokesperson confirmed to CNN. Haley was recently asked about a heightened security presence at her events, telling reporters in Columbia, South Carolina, last week that “when you do something like this, you get threats. Yes, that’s fine.”Haley has had a heightened security presence with her for roughly a week. CNN —Former South Carolina Gov. Nikki Haley on Sunday said that while she doesn’t need to beat former President Donald Trump in her home state’s Republican presidential primary next month, the results need to be better for her than they were in New Hampshire. Polls show Haley has a major gap to close in South Carolina, which holds its GOP primary February 24, if she intends to shave off some of Trump’s momentum following his 11-point victory in the far less conservative New Hampshire race last week. Haley said Trump can’t “bully his way to the nomination” as he ramps up pressure on supporters to abandon Haley. When asked Sunday whether she would be willing to be Trump’s running mate, Haley said she was running to win.

Former South Carolina Gov. The Biden campaign has long been preparing for Trump to win the nomination, but it is acutely aware of polling reflecting Haley’s strength over Biden in a one-on-one matchup. And behind closed doors, the Biden campaign is cheering Haley’s decision to stay in the race as they monitor Trump lashing out at the former South Carolina governor. It has been welcome news for the president’s reelection team to see Haley prolong the Republican contest and force the Trump campaign to use its resources and time to attack her. “Go forth and prosper,” one Biden campaign official said, describing the team’s delight in seeing the Trump-Haley feud continue.

Washington CNN —Ukrainian forces are facing a “tough” winter and a difficult year ahead, as Western intelligence assessments do not expect significant movement on the frontlines in the coming months, two Western officials and a senior US military official told CNN. In the nearer term, Western intelligence agencies expect Russia to expand its bombardment of civilian infrastructure, including electrical facilities, in an attempt to inflict further suffering on the civilian population during the cold winter months. Western intelligence assessments indicate the frontlines are unlikely to change much in the coming months. “On the other hand,” a senior Western official told CNN, “Ukraine will have the defender’s advantage, and they are very tough at that”. However, Western intelligence assessments warn that battlefield movement could stagnate until well into 2024, bringing the war closer to the “frozen conflict” that many Russia observers fear plays to Putin’s advantage.

CNN —The Biden administration has approved funding for the first-ever transfer of US military equipment to Taiwan under a program typically saved for sovereign nations, according to a notification sent to Congress on Tuesday. The package – which is part of the State Department’s foreign military financing (FMF) program – totals $80 million and will be paid for by US taxpayers. The US has sold weapons to Taiwan in the past through a separate program called Foreign Military Sales (FMS). The FMF program will provide grant assistance, paid for by US taxpayers, to Taiwan in order to make those purchases. “I am glad the administration is further implementing our bipartisan Taiwan Enhanced Resilience Act by finally providing FMF to Taiwan.

Hong Kong CNN —US Commerce Secretary Gina Raimondo will travel to China next week, a visit that coincides with a worsening slowdown in the world’s second largest economy. Gina Raimondo, US commerce secretary, speaks during the SelectUSA Investment Summit in National Harbor, Maryland, US, on Tuesday, May 2, 2023. The Commerce Department announced on Monday that it was removing 27 Chinese companies from US export controls. China’s Ministry of Commerce welcomed the decision, saying it was conducive to trade and reflected the interests of both sides. That was followed earlier this month by President Biden signing an executive order that limits US investment in certain tech sectors of the Chinese economy, including AI and quantum computing.

CNN —US Commerce Secretary Gina Raimondo will visit China next week at a critical time for the world’s second-largest economy — and for the Biden administration’s relationship with the country and its leaders. “Secretary Raimondo looks forward to constructive discussions on issues relating to the US-China commercial relationship, challenges faced by US businesses, and areas for potential cooperation,” the Commerce Department said Tuesday in its announcement. Maintaining a dialogue while ramping up competitionIn previous visits, other Biden administration officials aimed to reopen lines of communication and ease tensions that have risen between the two countries in recent years. The Biden administration has said it wants to maintain dialogue with China to prevent competition from turning into conflict. After months of acrimony, administration officials have recently begun visiting Beijing in a bid to reestablish regular communication. “The most intense, the most focus that I’ve ever seen President Biden is in advance of these engagements with President Xi,” the official said. Befitting the relationship, the path has been thorny, according to accounts shared with CNN by several sources familiar with the talks. The United States and Iran don’t have diplomatic relations, and public overtures by Washington to engage directly with Tehran on the matter were rebuffed. Swiss diplomats serve as the protecting power – the eyes and ears on the ground – for the US in Iran. Sources said that bringing the Americans back home had been a priority from the outset of President Joe Biden’s tenure. Washington CNN —Special counsel Jack Smith’s office has asked former US officials about a February 2020 Oval Office meeting where then-President Donald Trump praised improvements to the security of US elections, according to multiple people familiar with the matter. Those details offer a stark contrast to the voter-fraud conspiracy theories Trump began spreading publicly just weeks later and continued to use to question the 2020 election results. Investigators seemed particularly interested in understanding Trump’s mindset about election security before he embarked on a monthslong campaign to cast doubt on elections, the source added. After losing the 2020 election, Trump repeatedly made false claims that contradicted what he was told at the White House briefing about the security of voting systems. The briefing grew tense when the topic turned to Moscow’s preference for Trump over Joe Biden in the 2020 election, the sources said.

CNN —China-based hackers breached the email account of US Ambassador to China Nicholas Burns as part of a recent targeted intelligence-gathering campaign, three US officials familiar with the matter told CNN. Blinken raised the issue of the hacking incident in a meeting with top Chinese diplomat Wang Yi last week, a senior State Department official said. A State Department analyst in mid-June noticed unusual cyber activity on the department’s computer systems and alerted Microsoft to the issue, according to multiple sources. Eric Goldstein, a senior CISA official, told CNN he fielded calls about the hack while on a weekend getaway out of Washington with his children. CISA’s engineers used a simulation lab to test different theories of how the hackers might have gotten into the State Department email accounts, he told CNN.
